What is TAPU and why the deal is not complete without it
TAPU (Tapu Senedi) is a certificate of ownership for real estate in Turkey, the sole document that legally confirms that you are the full owner of an apartment, villa, or land plot. A signed sales contract by itself does not make you an owner — ownership right arises only after registration with the Land Registry Office (Tapu ve Kadastro Genel Müdürlüğü) and issuance of TAPU in your name.
The TAPU form comes in two colors. Red TAPU is issued for completed property with a building — an apartment, flat, villa, commercial space. Blue TAPU is issued for a land plot without buildings. The document specifies the cadastral address of the property, plot area, owner's photograph, registration details, and the official (cadastral) value of the property — which often differs from the actual market price.

When is TAPU issued: timelines for the secondary market
If you buy a ready property on the secondary market — an apartment or house that has already been put into operation — you can receive TAPU within 1–7 working days after full payment and submission of a complete set of documents. With properly prepared papers and a prior appointment through the WebTapu system, ownership registration takes only 1–3 working days. In high season or when a specific Land Registry Office is busy, the period may extend to 10 working days, but this is more of an exception.
Important point: TAPU is not issued until full settlement between buyer and seller has been made and all state fees have been paid. That is why the sales contract usually specifies a timeframe within which the parties undertake to complete mutual settlements.

When is TAPU issued when buying a new build
The situation with the primary market is fundamentally different. If you buy an apartment in a complex under construction, TAPU will not be issued until the building is put into operation. The key document here is the İskan (Yapı Kullanma İzin Belgesi), the certificate of occupancy. Without İskan, it is impossible to obtain a full red TAPU for an apartment as an independent unit (bağımsız bölüm).
The developer may offer you a blue TAPU for a share of the land plot even at the construction stage. This confirms your participation in the project but does not grant ownership of a specific apartment. You will receive a full red TAPU only after the municipality issues İskan and the developer completes the registration procedure for apartments as independent units. In practice, this means that the wait can take from a few months to a year or more — depending on the stage of completion of the property.
Step-by-step procedure: how TAPU registration works
Regardless of the market type, the TAPU acquisition procedure consists of standard steps:
- Obtaining a tax number (Vergi Numarası). A foreign buyer is required to obtain a Turkish tax number from the local tax office. The procedure takes about 15–20 minutes with a valid passport.
- Preparation of documents. The buyer provides their passport with a notarized translation into Turkish, two photographs, and the tax number. The seller provides a copy of their TAPU, ID card, tax number, and earthquake insurance (DASK).
- Submission to the Land Registry Office. The package of documents is submitted to the Land Registry Office where the property is located. The buyer's presence is not required at this stage — the documents can be submitted by a power of attorney or an agency.
- Setting the transaction date. After document verification, the system sends an SMS with the date and time when both parties must appear at the Land Registry Office for the final signing.
- Signing in the presence of an interpreter. On the appointed day, the buyer and seller meet at the land registry office. The presence of a sworn translator is mandatory, who explains the procedure to the parties in their native languages. The parties sign the transfer of ownership deed.
- Payment of fees and receipt of TAPU. After signing, the land registry fee and the title deed transfer tax (4% of the cadastral value) are paid. Immediately afterwards, the new owner receives the ready certificate — TAPU.

What can delay the issuance of TAPU
The time to receive TAPU may increase for several reasons:
- Incomplete set of documents. Lack of a passport translation, an expired DASK from the seller, unpaid utility bills for the property — all this drags out the process.
- Restrictions on transactions with foreigners. In certain areas of Turkey, there are temporary or permanent restrictions on registering real estate to foreign nationals. Before purchasing, it is worth clarifying the status of the specific area.
- Military check. The Land Registry Office must request the military authorities to check whether the acquired plot is in a restricted zone. This verification usually takes 1–3 days but can sometimes be delayed.
- Workload of the land registry office. During the holiday season (May–September) in popular regions — Antalya, Alanya, Bodrum — the offices operate under increased load, which may add a few days to the standard timeframe.
- Absence of İskan for a new build. As long as the developer has not obtained the certificate of occupancy, it is impossible to obtain TAPU for the apartment.
Costs when registering TAPU: what you need to know
Obtaining TAPU involves mandatory expenses. The main ones are:
- Title deed transfer tax — 4% of the cadastral value of the property. According to established practice, it is divided equally between buyer and seller, but the condition may be changed in the contract.
- Land registry fee (Döner Sermaye) — a fixed amount that is indexed annually. For foreign nationals, as of May 2025, the fee has been increased and amounts to 16,629 TL. The exact amount is updated by the state each year.
- Sworn translator services — from 1,500 to 3,000 TL depending on the region and complexity of the transaction.
- Notarized passport translation — around 500–800 TL.
What TAPU gives you: residence permit, citizenship, and full ownership rights
From the moment you receive TAPU, you become a full owner: you can live in the apartment, rent it out, sell, gift, or pass it on by inheritance. In addition, TAPU opens the way to obtaining a residence permit (İkamet) — provided that the cadastral value of the property is at least 200,000 US dollars. And if the value exceeds 400,000 dollars, the owner is entitled to apply for Turkish citizenship under the investment program.
In brief: when to expect TAPU after purchase
When buying a ready property on the secondary market, TAPU is issued within 1 to 10 working days after full payment. When buying an under-construction property, you will have to wait until the building is completed and İskan is obtained — this period is individual and can last from a few months to a year. The key rule of the Turkish real estate market: you are not the owner until TAPU is in your hands. Therefore, the terms and conditions for obtaining it should be fixed in the sales contract before making the down payment.
